DEATH OF MR FRANK HILL

MAYOR OF NEWBURY FOR TWO YEARS IN SUCCESSION

 

We regret to record the death of Councillor Frank Hill which occurred on Tuesday at the age of 71. During the last two or three years he had not enjoyed good health owing to attacks of bronchitis, but the suddenness of his passing came as a big shock to his many friends, for he had been out and about with his usual cheerfulness until quite recently. Only a week ago last Monday he attended a Town Council meeting. Then he was taken ill a day or two after and died about 2.30 on Tuesday afternoon.

 

Mr. Hill was a native of High Wycombe, where he was born on February 26th 1863. He was apprenticed to chair-making and at the age of 28 he went out into the world as a traveller for a furnishing firm. In this capacity he became intimate with the busy centres of the north of England and was familiar with every part of London. His association with Newbury began in 1910, when he was obliged to leave high Wycombe for the sake of his wife's health. He remained here ever since, and became the landlord of the Railway Hotel. As he often would remark, he never regretted coming to Newbury.

 

It was in 1919 that Mr Hill first came forward as a candidate for the Town Council as a representative for the East Ward. He went in at the top of the poll and it is a remarkable tribute to his popularity, that in every subsequent contested election – in 1922, 1925 and 1931- he was again returned at the top. In 1928 and this year he went in unopposed.

 

As Chairman of the Allotments Committee since 1923, he carried out his duties most conscientiously.

 

 

 

THE LATE FRANK HILL

 

Mr. Hill was elected as Mayor in 1925 and served for two years. He fulfilled his duties with much keen eagerness and a due regard to the high office he held.

Essentially a generous man, he was always ready to help a deserving institution or anybody who needed assistance. He genuinely fond of children, and as long ago as just after the War he gave the “Hill” Cup to encourage football in the schols. In fact some of his happiest experiences during his Mayoralty were in attending little functions at the schools or watching the final of his cup. His keenness to benefit the rising generation found expression in the generous gifts of sports equipment to the town elementary schools which he made just before concluding his term of office. He also strongly advocated the provision of a schools' playing field, and as his ambition could not be realised he secured the use of a meadow as a temporary ground. But it was not only his generosity which made him so popular with the children. He had a way with him which immediately endeared him to the youngsters.

He was always cheerful and optimistic, even though his health was sometime not to good.

In his younger days, Mr Hill was a member of the old Bucks Volunteers and it is interesting to note that he acted as a guard of honour at Disraeli's funeral. Since coming to Newbury he was for several years chairman of the Licensed Victuallers' Association.

Mr Hill leaves a widow, a son and a daughter.

The funeral takes place at the parish church on Saturday at 2.30pm

THE LATE MR. FRANK HILL

MAYOR AND CORPORATION ATTEND FUNERAL SERVICE

The Mayor and Members of the Corporation, wearing their robes,several local licensees and a large number of personal friends, in addition to relatives, were present at the funeral of Mr. Frank Hill of the Railway Hotel, Newbury, which took place on Saturday afternoon. The service in Newbury Parish Church was conducted by the Rector (Canon W.I. Cooper), The choir was in attendance. The hymns sung were :"O God our help in ages past," "Jesu Lover of my soul," and "Abide with me," The Psalm "I will lift up mine eyes unto the hills," being chanted to the setting by T.A. Walmesley. The organist, Mr. Gilbert Sellick, F.R.C.O., played before the service, "Requiem Aerternam" (Basil Harwood), prelude on "Drop, drop, slow tears" (Ernest Walker) and choral prelude, "0 world, I e'en must leave thee (Brahms). At the conclusion of the service Mr. Sellick played Beethoven's Funeral March. The family mourners were: Mrs. Frank Hill (widow), Mr. A. Hill (son), Mr. and Mrs. P. Jones (son-in-law and daughter), Mr. George Nash (son-in-law), Miss Joan Nash (grand daughter), Mrs. Standage, Mrs. Pycock (sisters-in-law), Mrs. Lawlis (niece), Mrs. Meacham, Mrs. Burbidge, Nurse Loveridge, Mr. H. Hopton, Mr. J.E. Osgood, Mr. A. Cockell, Mr. W. Lovett, Mr. Fred Stacey, Mr. A. Bryant (High Wycombe) and Mr. Edward Burbidge. The Mayor (Councillor C.W. Burns), preceded by the Mace-bearers (Messrs. F. Stephens and G. Gibbs) carrying maces draped with crepe, and followed by the Deputy Mayor (Councillor R.F. Jeffery), the Town Clerk (Mr. Samuel Widdicombe) in wig and gown, the Aldermen and Councillors, with borough officials, walked in procession from the Parish Room. Upon entering the Church by the west door, they opened out into two ranks, and the funeral procession passed between them The other members of the civic body present were Alderman James Stradling, C. Adrian Hawker, F.D. Bazett, A.D. Cater, Councillors A.C. Elliott, J.R. White, Elsie Kimber, Mayor H. Rummins, R.C. Clifford, G.E. Slater, Dr. Essex Wynter, G.G. Green, W.H. Bentley, Major-General E.H. Hemming, L.E. Shergold and Dr. W.B. Heywood, also Mr. R.H. Jeeves (Borough Treasurer), Mr. E.H. Hutton (Borough Surveyor), Mr. J.W. Rosling (Education Secretary, Mr. J.P.Thompson (Gas manager),Dr. D. Kennedy, Nurse A.C. Poulton, Mr. W. Noakes, Mr. Charles Dalby, Superintendent W. Simmons and Inspector R.T. Lambourn. Others noticed present were; Mrs. C.W. Burns(Mayoress), Miss A.M. Baker, Mr. H.S. Neate, Messrs W.J. Jones etc.

Mary Ann Tranter was born 23 June 1864 in Stokenchurch in Oxfordshire the daughter of James and Louisa Tranter. In the 1871 census Mary was living with her parents and four siblings in Stokenchurch, her father James was recorded as a chair maker. Ten years later in the 1881 census the family was living in Broad Street in High Wycombe where Mary was recorded with her parents and six siblings, her occupation was recorded as a chair turner.

Mary Ann married Frank Hill on 21 July 1883 in High Wycombe. Frank was born 26 February 1863 in High Wycombe, the son of Shadrach and Mary Ann. He was recorded with his parents and two siblings in Chipping Wycombe in the 1871 census, his father Shadrach was recorded as a polisher. By the time of the 1881 census the family were living at 1 Temple End in High Wycombe where Frank was recorded with his parents and brother Reuben, Frank, his father and brother were all recorded as French polishers.

In the 1891 census Frank and Mary Ann were living at 37 Leominster Road in High Wycombe with children Arthur aged 7, Beatrice aged 4 and Minnie aged 2. Frank was recorded as a French polisher.

Ten years later in the 1901 census Frank and Mary were recorded at 112 Oxford Road in in High Wycombe with children Arthur aged 17, Beatrice aged 14 and Minnie aged 11. Frank was recorded as a commercial traveller and Arthur an apprentice chair maker.

Frank and Mary moved to Newbury in 1910 and they were recorded at the Railway Hotel in Newbury in the 1911 census along with daughter Beatrice. Frank was recorded as a hotel keeper and Beatrice was assisting in the business.

Frank stood for Newbury town council in 1919 in the East Ward and he topped the poll. He remained on the council until his untimely death and served as mayor for two years from 1925. More details can be found in the obituary published in the Newbury Weekly News dated 29 November 1934.

Frank died 27 November 1934 while still living at the Railway Hotel and was buried at Newtown Road Cemetery on 1 December 1934. He left a will and probate was granted on 23 December 1934 at Oxford to his son Arthur, a licensed victualler, and William John Jones a printer. The value of the estate was £3,966 12s 2d.

 

When the national register was compiled on 29 September 1939 Mary was recorded at 93a Northbrook Street in Newbury with her daughter Beatrice Jones and her husband Percy. Percy was recorded as a turf accountant while Mary was recorded as incapacitated. Mary died 6 February 1951 at her daughter Beatrice's house at 57 Andover Road in Newbury while she was still living at 93a Northbrook Street. Mary was buried at Newtown Road Cemetery on 10 February 1951. She left a will and probate was granted on 19 May 1951 at Oxford to her daughter Beatrice Jones and Joan Mary Gunter (wife of Maurice Gunter). The value of the estate was £6,961 8s 2d. Joan Mary Gunter was Mary Ann's grand-daughter, her mother was Minnie Louisa Nash.

Frank and Mary's daughters Minnie Louisa Nash and Beatrice Jones were buried at Newtown Road Cemetery on 16 April 1923 and 31 March 1953 respectively.
