Charles was born in Newbury, Berkshire, the son of Elisha and Jane Owen (nee Singer) who were married on the 17th July 1870 at All Saints, Mile End, New Town, Stepney, Middlesex.

His father Elisha was born on the 9th July 1840 in Speen, Berkshire, the son of Samuel and Sarah Oliver (nee Webb) who were married on the 19th April 1829 at St Mary the Virgin, Speen, Berkshire. Elisha died aged 58 in 1898, he was laid to rest in the Newtown Road Cemetery on the 3rd September

His mother Jane was born in 1851 in Whitechapel, London, the daughter of Henry and Ann Singer (nee Lloyd)

Elisha and Jane also had the following children:

In 1881 Elisha (40), a Shoemaker, Jane (30) and their children, Jane (8), George (7) and John Henry (1) were recorded living at 2 Ernest Place, Bethnal Green, Middlesex.

The 1891 census records Elisha (50) as a Shoemaker, living at 11 Marsh Street, Newbury, with Jane (40), William (9), Miriam (7), Ann (3), Frederick (2) and Charles (9 months)

Charles died aged 19 months, on the 30th January 1892, he was laid to rest in the Newtown Road Cemetery on the 5th February.

Elisha died aged 58 on the 29th August 1898, he was laid to rest in the Newtown Road Cemetery on the 3rd September.

 

The 1901 census records Jane (49) as a Monthly Nurse, living in an Almshouse in Northcroft Lane, Newbury, with her children, Annie (13) and Frederick (12).

The 1911 census again records her as a Monthly Nurse, living in Northcroft Lane, Newbury. Her daughter Miriam (27) a Tobacconist’s Assistant, was recorded living with her.

Electoral Registers record Jane living 11 King John’s Almshouses Newbury from 1918-1924. By 1926 she was recorded living at 21, Argyle Road, Newbury. She has been recorded living in Argyle Road until at least 1951.

In 1921 Jane was recorded in the household of her son William Elisha (Elisha William) his wife Ada and their daughter Marjorie, in the parish of Bratton, Westbury, Wiltshire.

The 1939 Register records Jane as a Nurse, living at 21 Derby Road, Newbury (Derby Road has possibly been mistakenly recorded for Argyle Road. It looks as if the person recording this document has recorded the Argyle Road even numbers the crossed over the road to record the odd numbers and has recorded these as Derby Road).

Jane died aged 100 in 1951, in Newbury.
