In 1841 Charles (40) (surname recorded as Welloughby on familysearch.org and Wellinghoff on ancestry) was recorded as a Male Servant living on the east side of the High Street, Hungerford, Berkshire with a William Keen (35) a Publican, his wife Matilda Keen (30), their children Matilda Keen (4), Elizabeth Keen (3) and William Keen (1), a Jane May (15) and a Jane Westall (45) a Female Servant.

The 1861 census records Charles (surname recorded as Willoby) single, aged 60, born Hungerford Berkshire, occupation, Shop Porter, lodging at 6 Union Chapel Yard, Newbury with an Elizabeth Webb (80), the widow of an Agricultural Labourer.

Charles died aged 68 in 1861, he was laid to rest in the Newtown Road Cemetery on the 13th November.
